Uttar Pradesh had also been in the lead to provide preferential market access to Startups in the State in procurement of technology related goods and services. The Government of Uttar Pradesh, as an enabler, intervenes in the ecosystem through its entity under the department of IT & Electronics such as UPLC, UPDESCO. Department of IT & Electronics has been provisioning the below mentioned concessions to technology-based Startups registered with the StartInUP.

Relaxation norms for Startups in Public Procurement
The Government of Uttar Pradesh through OM No. 20/2021/1398/78-2-2021/135 IT/2016 dated 13/09/2021 had brought in the undermentioned relaxations to Startups in Public Procurement:–
Startups shall not be subjected to any prior turnover criterion for being eligible to participate in a government procurement process
Startups shall not be required to have any prior experience of having participated in a public procurement process
Startups shall not be required to submit an Earnest Money Deposit to participate in public procurement process
